### 当技术成为国家能力的压力测试

英国报道描绘了另一种风险：普通公民装备模型和智能体后，可以批量发起申诉、质询和行政请求，使本已迟滞的国家机器更加难以运转。美国篇则把焦点转向再培训，追问劳动者能否在 AI 造成广泛位移前完成转型。技术在本期不是抽象的产业竞赛，而是一场对国家承压能力的测试。

### 霍尔木兹与被遗忘的战争
